THSA HISP Payment Voucher Request Process
Overview
Each Health Information Service Provider (HISP) qualified by the THSA for participation in the rural Texas White Space marketplace is eligible to receive a subsidized payment from the THSA based on the number of hospitals and eligible physicians located in the identified White Space counties that the HISP is able to connect. The subsidy, or voucher, is in the amount of $400 per White Space physician connected and $5000 for each White Space hospital connected. The voucher is intended to act as a subsidy that will help offset a portion of the total cost of establishing and providing service to the health care provider. White Space hospitals and physicians will not be charged for the selected HISP's services until the HISP has expended the entire voucher payment on services rendered to such hospital or physician in accordance with the HISP's public pricing.
Voucher Request Purpose and Process
In order to be eligible to participate in the White Space Program, the practice location on behalf of which a hospital/physician is applying for a voucher number must be located in the Texas rural White Space, the areas of Texas not served by a Local Health Information Exchange (HIE) Grant Program HIE.

In order for a qualified HISP to receive a payment for connecting a hospital and/or physician in rural Texas, the following must occur:
1. An eligible hospital/physician requests a voucher number from the THSA;
2. The THSA verifies the eligibility of hospital/physician and assigns a voucher number to the hospital/physician;
3. The hospital/physician receives the voucher number from the THSA and then selects and contracts with a qualified HISP;
4. The qualified HISP successfully enables the hospital/physician to connect to the HISP's services, and then reports the voucher number of the connected hospital/physician to the THSA and requests payment; and
5. The THSA verifies the voucher number, performs a pre-disbursement validation, and then makes a payment to the HISP.

Once the THSA has verified your eligibility to participate in the voucher program, you will receive confirmation and notification of your assigned voucher number by email and may use it at any time following your selection of White Space connectivity services provided by a qualified HISP. When you have selected and contracted with a HISP for such services, please provide the voucher number to the HISP with which you have contracted so that it may report the number and your successful connection to the THSA for verification and payment of the subsidy to the HISP.
